Purpose of the Tri-Agency and University of Windsor Open Access Mandates
Open access is the practice of providing free and unrestricted online access to the products of research. Greater access to research results is expected to accelerate the progress of research, democratize access to knowledge world-wide, and ensure that publicly funded research is available to the public. Open access makes it possible for the results of research to have the greatest possible impact, enabling researchers from all sectors, scholars, policymakers, and the public to use and build on this knowledge. Understanding the (A) Tri-Agency and (B) University of Windsor Open Access Policies
(A) All Tri-Agency (SSRHC, NSERC, CIHR) grant recipients, awarded May 1, 2015 and onward, are required to ensure that any peer-reviewed journal publications arising from agency-supported research are freely accessible within 12 months of publication (Policy). The policy provides 2 options for compliance:
- An open access online repository, such as Windsor's Scholarship at UWindsor. This allows you to publish in a subscription journal that permits archiving, while placing an open access copy in Scholarship at UWindsor.
- An open access journal that provides free access to their content through the publisher's website (i.e. BioMed Central).
(B) The University of Windsor's Open Access policy requires that a copy of all articles to which the Tri-Agency Open-Access policy applies be archived in Scholarship at UWindsor after the same 12 month period. Again, this applies to grants awarded May 1, 2015 and onward. All researchers are strongly encouraged to deposit copies of their articles in Scholarship at UWindsor regardless of funding.
- This is vital for creating a strong infrastructure for open access to Windsor research.
- Provides a clear structure for localizing the Tri-Agency policy through the cooperation of the Library and ORIS
- This ensures that a copy of all Tri-Council funded Windsor research is available and preserved in one place.
- It enables authors to easily comply with the requirements of the Tri-Council while publishing in journals that matter to them.
- Provides authors with data about the impact and use of their work
- Authors are still free to share their work on any other OA platform.
- Articles published in Open Access journals may be dark-archived and link to the publisher if necessary.
Open Access Journals Automatic Deposit Services (PMC)
If you publish in an open-access journal or your journal automatically deposits to a service like PubMed Central, simply send us a link to the record in the journal or PubMed and we will post a record for you in the IR while retaining an archival copy of the work.
Academic Social Networking Sites
Academic social networking sites like ResearchGate and Academia.edu are commercially operated platforms that are not regarded as solutions for open access to research. The do not support harvesting of content, long term preservation, and do not satisfy open access requirements from funding agencies and institutions. They often seek to collect personal information and require accounts and logins to access works. This isn’t to say that you shouldn’t share your works there if you wish. But they are not sufficient to meet the Tri-Agency requirements for open access. Posting a copy of your works in Scholarship at UWindsor or a disciplinary repository like PubMed as a primary repository for providing open access to your work is important.
Open Access Repositories, Open Access Journals, & Costs
Most journals where Tri-Agency funded research is published are not open access. Web of Science indicates that the majority of the journals Windsor grant recipients publish in are traditional subscription access journals and relatively few are open access journals that provide immediate free online access to the work they publish. This is why open access repositories like Scholarship at UWindsor are important.
An open access repository provides free online access to articles that have been published in a wide variety of journals to anyone in the world with access to the internet. The journals the articles were originally published in need not be open access.
Most publishers have developed article archiving policies that enable authors to post a copy of their peer reviewed accepted manuscript at NO COST, or even the final published version in some cases, in an open access repository like Scholarship at UWindsor. This enables authors to publish in journals that suit their needs while still providing open access to their work. This makes it easy to comply with funding and institutional policies around open access.
Elsevier, IEEE, Wiley, Springer, Taylor and Francis and many others allow posting of peer reviewed accepted manuscripts in institutional repositories. The image below illustrates the difference in versions.
Unlike open access repositories, some open access journals charge authors article processing fees to publish their work. It is important to distinguish open access journals from hybrid subscription journals that offer authors an option to pay to make their individual article available open access while continuing to place a paywall around the majority of their content. We strongly encourage authors NOT to pay a fee to make their work OA in journals that still charge subscription fees. Rather, use OPTION 2 by posting a copy of the article in Scholarship at UWindsor to meet your open access requirement.
